Excellent ENDSTATE! But so much is bundled up in each sentence. It might need to be unpacked.
ReplyDelete“Communities equipped with skills” for example: the list of skills required and the list of available skills in the community are often a mismatch and how to solve that in all communities will likely require a certain set of skills unique to each community.
Further, to “swiftly respond to disasters” means above and beyond the role specific skills required, are the abilities to quickly storm, form, and norm. In the USAF, the distinction between job skills and readiness skills was clearly delineated, tracked, and matured by individual. In our experience, readiness skills development means practice which translated into drills and exercises.
But, this all sounds like a lot. It is. But, I propose commiting oneself to a higher cause like community safety, provides a purpose and self-enrichment. For me, it is living out my faith in a loving and caring God who has provided for me more than I dare count.
Moreover, the camaraderie in a community focused on these goals and not the personal agendas that can arise in worthy causes, is long-lived and can be rich and most fulfilling. I found this to be true with the National Guard CERFP & HRF and in our responses to several disasters, exercises, and trainings. Solving the problem together was AWESOME!
I do hope this ENDSTATE is realized in all communities. It will be essential in managing disasters of all kinds, most notably those associated with climate change.
