The release summarizes the IFC and Eunomia report Waste, Reimagined: Practical Guidance for Digitalizing Waste Management, which argues that digital waste systems work best when better data is tied to governance and practical service reform🚛. Waste problems rarely begin as mountains. They begin as missed routes, unclear records, weak billing, and no shared view of what is happening on the ground. The IFC report matters because it treats waste as an information problem before it becomes an environmental one. A city cannot fix what it cannot see clearly.

The pressure is growing. IFC says global municipal solid waste is projected to rise from 2.6 billion tonnes in 2022 to 3.9 billion tonnes by 2050. That is not just more trash. It is more strain on the systems expected to collect, process, and finance the work without unlimited staff or money🌍.

 The cost of doing nothing is already heavy. IFC estimates health and environmental impacts from poorly managed waste at $361 billion each year. That number turns trash into something harder to ignore: a public cost that shows up when waste is left unmanaged💸.

Digital tools are useful when they make the service visible. A GPS record can show whether a route was completed. A payment system can show whether the service has a financial base. IFC says successful digitalization depends on governance, data management, phased implementation, staff capacity, and engagement with citizens and businesses. In Battambang, Cambodia, digital billing and GPS tracking helped expand household waste collection coverage from about 40% to roughly 75–80%. The lesson is not that every city needs the same tool. Waste is expensive when land is limited, disposal options are constrained, and public trust depends on whether services actually work. A digital waste system should not feel like surveillance from above. It should feel like accountability that communities can see.

Coyle et al. (2026) begins with a simple image: a government would not build a dozen roads connecting the same two places. Yet in the digital world, that happens all the time. Agencies build separate systems, separate logins, separate databases, separate payment tools, and separate ways to verify the same person. The result is not innovation. It is congestion wearing a software badge🔐

That is the heart of digital public infrastructure🧱. The point is not to buy more technology. The point is to build reusable foundations that many parts of government and the economy can rely on. A digital ID, for example, is not just an online credential. Used well, it can help someone prove who they are, receive benefits, access health or education services, open financial accounts, and participate in markets that once kept them outside the gate.

But the article is careful: value does not come from the system merely existing⚙️. A digital ID, payment platform, or data exchange only becomes infrastructure when it is widely trusted, widely used, and governed for the long term. A bridge with no traffic is not much of a bridge. A digital platform that only one agency uses is not really infrastructure; it is another isolated project.

It is a trusted digital backbone that helps people move through public services without repeatedly proving the same facts, filling the same forms, or being blocked by disconnected systems. In small jurisdictions, digital infrastructure should make government feel closer, not farther away.

Digital transformation fails when every agency builds its own road. It succeeds when government builds shared pathways people can actually use. Imagine a future where public digital systems are built like canoes meant for many crossings⛵. Strong enough to carry more than one program. Trusted enough for people to step in. Maintained well enough to last beyond one administration or grant cycle.
