💥 What’s the Big Deal:
Imagine a future where tuna builds Micronesian opportunity before it builds someone else’s brand🐟. Ocean wealth should not only pass through the Pacific. It should help Pacific communities build durable futures on their own terms.
McClure (2026) core message is that Micronesia helps feed the world, but too little of that ocean wealth stays at home🧭. The fish may come from Micronesian waters, but much of the higher-value work happens after the catch leaves the region.
The issue is not only fishing access🪢. It is the value chain. Tuna is harvested in Pacific waters, then processed, packaged, branded, and sold elsewhere. That means the most profitable parts of the system often happen far from the communities whose ocean makes the industry possible.
That imbalance matters because permit fees are not the same as full participation 🧾. Access revenue can support government budgets, but it does not automatically build factories, jobs, skills, or ownership in the places where the resource originates.
For Micronesia, the question becomes strategic🏗️. How can more value stay closer to home? That may require stronger bargaining, better infrastructure, and long-term investment in local capacity. The goal is not just to catch fish. The goal is to capture more of what the fish becomes.
This is also a sovereignty issue⚖️. Control over ocean territory matters, but control over outcomes matters too. If wealth keeps leaving, then the region remains positioned as a source of raw value rather than a full economic actor.
For the Blue Pacific, this is a familiar pattern🪸. The region is rich in resources, culture, geography, and strategic importance, yet outside systems often capture the larger return. The Pacific should not have to prove its value while watching that value move offshore.
